This report is a study that has been conducted in Manenberg, a low-income suburb situated on the Cape Flats near Cape Town . The researcher interviewed five primary school educators at a primary school in order to establish what their understanding of the learners' problems was. Also established were the contributing factors to these problems their consequences, and, finally, the educators' comprehension of policies and legislation dealing with such problems in the school environment and at local, provincial and national levels
